Field Notes & Pulse
The rest of this hub is what the Act says. This page is what it looks like where you work — notes from people carrying it out, and a few short questions about where agencies actually are. It is small on purpose, and every note is read by a person before it appears.
How this works
Nothing publishes itself
Every note arrives as pending. A person reads it, and only approved notes appear below. Some are never published — that is not a judgement of the person who wrote it.
No resident information
Names, addresses, case numbers, phone numbers, and email addresses do not belong here. The server checks for them and refuses the note outright rather than storing it and cleaning it up later.
You choose the credit
Named, role and state only (“A PHA in Colorado”), or anonymous. Most people working in a compliance-sensitive job pick one of the last two, and that is fine.
Send a field note
What is actually happening where you are — a notice that has or has not arrived, a question your board keeps asking, a place where the statute and your systems do not line up yet. Concrete beats comprehensive.

Pulse questions
One question per provision, answered anonymously. Answers are visible as soon as you respond. These are a rough read on where the field is, not a survey — and percentages stay hidden until enough people have answered for them to mean anything.
Has your jurisdiction received HUD’s notice of its housing growth improvement rate?
Sec. 213 (Build Now Act) directs HUD, within 60 days of enactment, to notify each eligible CDBG metropolitan city and urban county of its housing growth improvement rate and whether it sits above, at, or below the median.

If HUD opens selection for the new Moving to Work cohort, will your agency apply?
Sec. 505 authorizes up to 25 additional high-performing PHAs in a new MTW cohort, but only after HUD files its first comprehensive MTW report to Congress — due 180 days after enactment.

Is your jurisdiction ready to certify a public database of its undeveloped land?
Sec. 104 adds a CDBG grantee certification that the grantee maintains a searchable public online database of every undeveloped parcel it owns, and makes building that database an eligible CDBG activity. It takes effect October 1, 2026.

Has your state started work on the manufactured-housing parity certification?
Sec. 301 requires each state to certify within one year of enactment (two years where the legislature meets biennially) that its laws treat chassis-less manufactured homes at parity for financing, titling, insurance, taxes, and installation.

Tell us about the hub
Different from a field note: this one is about the hub itself. Corrections, a section we missed, a chart that misleads, something you needed and could not find. It goes to a private inbox and is never published.
Disclaimer: This hub is an independent, plain-language explainer built by a housing professional — it is not legal, compliance, or financial advice and is not affiliated with HUD, USDA, Congress, or any agency. Every fact links to a primary or authoritative source; when something could not be verified we say so. Always confirm against the enacted text and official agency guidance before acting.
