NSPIRE — HUD Physical Inspection Standards

NSPIRE (National Standards for the Physical Inspection of Real Estate) is HUD's model for inspecting the physical condition of HUD-assisted and HUD-insured housing. It replaced HUD's earlier inspection protocols with a single set of standards that prioritize resident health and safety and organize deficiencies by where they occur — inside units, in common areas, and outside. HUD publishes the standards, scoring, and administrative procedures through Federal Register rulemaking and official notices, and updates them over time, so treat the hud.gov standards pages and the Federal Register as the authoritative record.

Implementation of National Standards for the Physical Inspection of Real Estate Administrative Procedures for Voucher Programs

This notice extends the deadline for PHAs administering Housing Choice Voucher, Project-Based Voucher, and Section 8 Moderate Rehabilitation programs to implement NSPIRE inspection standards to February 1, 2027. It clarifies which NSPIRE provisions are excluded from the extension, updates HUD notification requirements, provides guidance on variation and alternative inspection method requests, and informs PHAs that HUD is no longer developing a software application for voucher program inspections. PHAs must continue complying with carbon monoxide and smoke alarm requirements regardless of which inspection standard they use.

Revised Compliance Date for National Standards for the Physical Inspection of Real Estate (NSPIRE) New Affirmative Requirements

This notice extends the date HUD will begin scoring new NSPIRE affirmative requirements to October 1, 2026, for both Public Housing and Multifamily Housing inspections. Property owners and PHAs still have more time to come into compliance with requirements like fire labeled doors, GFCI/AFCI outlets, guardrails, HVAC, interior lighting, and minimum electrical/lighting before these defects affect inspection scores. However, deficiencies in these areas must still be cited during inspections and mitigated according to the applicable severity timeframes.

Requirements to Approve Vouchers via Manual Review in the Electronic Line of Credit Control System When Public Housing Agencies are in Noncompliance with Grant Terms and Award Conditions

This notice explains HUD's procedure for placing a PHA's grant on 'manual review' in eLOCCS when the PHA is noncompliant with grant terms or award conditions, replacing the prior terms 'automatic review,' 'auto review,' or 'zero-threshold.' Under manual review, HUD must approve each voucher draw before funds are disbursed, and the notice details the notification, appeal, and quarterly review procedures PHAs are entitled to. This matters because it establishes the timelines and rights PHAs have when facing this enforcement action, including a 30-day notice period and 30-day appeal window.
